Electronic Identification (VNeID) for Foreigners

In cases where foreigners are under 14 or under guardianship, registration will be linked to the VNeID account of their parent or guardian.

Procedure for Issuing Electronic Identification (VNeID) to Foreigners

How to Register for Level 1 Electronic Identification Account for Foreigners (NNN)

Step 1:

NNN downloads and installs the national VNeID app on a digital device;

Step 2:

Chọn Select "Register VNeID account" and enter the required system information.

NNN fills in the required VNeID app information, including:

• Passport number or valid international travel document number;
• Registered email or phone number (if available);
• Provide a portrait photo using a mobile device;
• Other information as required by the VNeID system.

Then, NNN submits the request and verifies electronically via the VNeID app.

Step 3:

Wait for the Electronic Identification and Verification Authority to notify the VNeID registration result.

The Electronic Identification and Verification Authority Notifies the Result of Level 1 VNeID Account Registration for NNN Via:

• VNeID app;
• Registered email;
• Verified phone number provided.

Time to Issue Electronic Identification Account for NNN:Not more than one (01) working day for a Level 1 account;

Procedure for Registering Level 2 Electronic Identification for NNN

NNN register for a Level 2 VNeID account need to go directly to the Immigration Department under the Ministry of Public Security or the provincial police department

Step 1:

Provide information as required by the competent authority.

NNN presents their passport/international travel document and provides accurate details on the VNeID account request form(Form TK01 – below)to the competent authority.

NNN must clearly provide:

• Email/phone number registered with subscriber information (if available);
• Information NNN requests to integrate into the national VNeID app.

Step 2:

The competent authority collects NNN’s facial photo and fingerprints for verification against the national immigration database;

Step 3:

Wait for the Immigration Management Authority to submit the Level 2 VNeID account request to the Electronic Identification and Verification Authority;

Step 4:

Wait for the successful registration result of the Level 2 VNeID account for NNN.

The Electronic Identification and Verification Authority notifies the result of Level 2 VNeID account registration for NNN via:

• VNeID app;
• Registered email;
• Verified phone number.

Time to Issue Level 2 Electronic Identification Account for NNN:

• Not more than three (03) working days for a Level 2 account if facial photo and fingerprints are in the national immigration database;
• Not more than seven (07) working days for a Level 2 account if facial photo and fingerprints are not in the national immigration database
